	Your approach is pretty good, but much easier to check the manufacturers
specifications at sites like http://members.aol.com/jsuw3/tankspecs.html . 
From sight alone, you really can't know the proper fill pressure (unless you
read the stampings on the cylinder itself.)  
	Re your second question, almost all size cylinders are in use somewhere, and
if you look hard enough, you can almost certainly find someone using them
doubled up (or twinned.)
