Mike -- no, none of us can be passive. We must take active part in 
securing our own safety, whatever we're doing -- driving, diving , or even 
screwing, frankly. Leading by example -- stressing 
judgement, awareness, control, the necessity to "ask lots of questions* 
-- all those are aspects of active participation that will help develop 
attitudes of responsibility.
