Diving is not forbidden - is totally free. Sand bottom is about -42m. I was diving from Poland - there is about 5 hours from Wladislawovo to wreck. I can give you address of ship owner who know wreck very well and is able to help you with organization of such trip. But - I do not think it is nice wreck. I know many other wrecks to dive which are nicer. Anyway - there are many nice wrecks around north beach of Poland.
