The intention was not to 'station' any bottles, but to have a spot to
accumulate divers in a horizontal pattern versus stacked in the bubbles,
even with the use of the jon line.
The free floating part does not work so well as many wrecks have semi
permanent tethers attached and the boat usually remains attached for the
duration.  Semi- as the winter or a good storm usually detaches the float.

However, given that the initial design has independent float capability,
once all divers have ascended to the station, it could be set free to drift.
Having said that, the shores of Nova Scotia are covered in wrecks for a very
natural reason - there are shoals and shallow rocks and lots of them - a
natural form of ship catcher.
I think the complexities of completing the obligation of deco while smashing
up against a rock formation would be somewhat less than attractive.
Furthermore it would be difficult for the vessel to get close enough to tow
the station out.

Why not just carry the bottles with you on the dive, deco in the water
column w/o hanging on a line, and drift with the current? The boat
will follow the group and pick you up when you are done. What
particular needs do you have that this does not meet?
