You realize that I was describing the GERMAN drivers eduction (long, expensive, thorough) with the US (quick, cheap, superficial)? I also wasn't talking about "transferred" personell who are in the US for maximum of two years. I was talking of immigrants to the US, who are staying here permanently. I had an International Drivers License when I came to NY, but I stayed... oh, yes, New Jersey doesn't require a road test AFAIK, but that is not a new thing. Unfortunately, I don't understand your comment regarding "diving matters". In what context are you talking about?
