There is an obvious capability to cause great harm from mining ships and

dams, I think, and on a rebreather noone above would be the wiser?
Scary 
stuff.  What about nuclear plants' cooling water intake/exhaust?

Does this mean interrogate everyone getting fills and check ID's?
:-) (not to laugh at a serious matter though)
