I think it's a great idea. You can enforce Rule No. 1 WHILE underwater.

Say you're on a dive with your DIR buddies ... a bunch of bungee winged,
steel stage, wetsuit wearing strokes swims past . ...

Hiiiii-Yah !! .... Keeee-Yi !! .... Eeeeee-Sah !! Problem solved.

I hope they have cool, appropriately coloured weight belts so you can tell
the grading of fellow divers underwater ;-)
