Joe,
 your logical appeal to diving safety is alright, as far it appeals to
logic.
However, while rules and procedures may provide sufficient support for
the logic thesis " you do not die if you follow xy procedures", the
biological procedures involved may disturb the otherwise clean picture.
My concern is, that the slow decay of physiological capabilities of man
leaves enough room for erratic , fatal outcomes of otherwise regarded as
safe diving protocols.
