Hammerite is pretty much a bullshit finish.
It does NOT hold up well to adverse conditions 
It is Expensive.
Scratces easy.  

I can continue but wont.

What you desire is is this.
1. leave the alu bare finish,
2 for the steel tanks you want an epoxy urathane primer first
and the the same for the color coat.

Then send it off to Hydro and then a cleaning and VIP would
be in order.

For painting tanks IMH P O Dupont 25p is the way to go.
