Thanks to all who responded to my questions both on and off the list.
 
There is no doubt about it, this is the best source of diving related
information anywhere.
 
For the benefit of others, what I learned from everyones feedback is:
 
1) There are some good sources of scuba related/general tools available
general hardware stores - my local ones were no good

locksmiths - doorclosers
firefighters - hose wrenches
motorbike/bicycle repair shop - suspension/frame adjuster
apeks distributor
aqualung distributor
www.mscdirect.com <http://www.mscdirect.com>

www.mcmaster.com <http://www.mcmaster.com> 
someone even had a complete set of Apeks reg tools for sale
 
2) you can improvise/make you own
close fitting brass/pvc/polyprop sleeve with an allen key thru a hole at the
right position
channel locks with a towel
make one from an old O2 bottle wrench, a piece of brass rod and a
file/dremel tool (and some O2 clean elbow grease :-))
make one from a piece of aluminium and a hacksaw/file
 
3) when reinstalling the DS4 environmental seal the 1st stage must be
pressurised!!!!!  Very important!
 
4) some people call these tools a C spanner, a pin spanner, a hook spanner

Greetings List 
I am about to re-tune a couple of Apeks DS4's - the factory set IP is too
high at just under 11 bar. 
To get to the spring adjuster on the low pressure side I have to remove an
environmental sealed cover/diaphragm and need to use a pin spanner. Some
people call these hook spanners or hook wrenches. There is a picture of one
of these spanners at an excellent DIR site

I was wondering if anyone know where I can get a couple of these pin
spanner/wrenches? Is there a name/brand for this tool? Where should I look?

The only spanner I can find like it is an "adjustable" pin spanner by
"Snap-on" and they (the retailer) wanted about US$65 for it. This seemed a
bit steep. I suppose I could make one but wanted to seek advice first.
