It's called a "C Spanner". Any decent (spelling?) hardware shop should have these. Make sure you get the one with the flexible (pin hinged) end. It means you can use it for a wider range of diameters and you generally get better grip on the reg and reduce the risk of the pin slipping out of the hole and scoring the chrome. The Scubapro multi-tool used for opening mk10 first stages was a classic case of this problem. Never had a problem with a hinged C spanner though.
