To answer the problem with this incident.
1). A velcro tie down holds the hose of the backup air cell out of the way
when
not utilized.

2) I find it hard to believe it was left in a position that makes it
difficult
to use when a power inflator hose is attached. 

3) The owners manual states"fully inflate the air cell before use". This
problem
would have been an education in equipment setup rather than a situation on a
dive if the owners manual instructions were followed.

4) The hose can be rotated to optimum position by loosening the retaining nut
at
the air cell and moving the hose to a desired position and retighten the
retaining nut.
