I think this can be answeered by just running a few "what if's" for different
gasses.   What Trey is talking about is the simple fact that if you're doing a
dive with a high O2 content in your bottom gas, then the 
difference between bottom gas and 50/50 is not going to be enough to make it
worth while whereas the advantage to using O2 at the 20 foot stop is glaringly
obvious in terms of stop time at that depth.  If you only 
have one deco gas, then for "nitrox" depths, O2 is going to be the way to go.
