Some folks responded from experience, a couple offered links as follows:

JT Barker has an excellent page which I believe he posted, It's at:

Don Burke had a great link to a Praxair Acrobat document:

He told me to find this by searching at Yahoo by the exemption number (e9421
in this case).

Brad Gilmore and Matthias Voss new it off the top of their heads.  :-)

Shaun Snee provided a link to a Taylor Warton spec sheet on the exemption
this tank was manufactured under at http://home.att.net/~clarkhall/ which
was very informative and he also gave a brief breakdown of the stampings as
follows:
HC-4500                           Probably - High Capacity 4500 psi working
pressure
DOT-E9421-4500/TP6750   DOT - exemption # - working and test pressures
TWE97-703642                 mfg date: TAYLOR-WHARTON 1997 - serial #(?)
TP 465 BAR                     metric tst pressure
TC-SU 4221-310BAR         Transport Canada -exemption (?) - working pressure
4@97* REE353ML              Independant Hydro stamp - Reject EE #

Other folks contributed that had experience with this particular tank, but
not links as you requested that could help with tanks in general.
