Dave - What country and century are you living in??? There IS NO personal responsibility anymore! Everybody is litigating against everybody. If morons are going to insist on going into places they haven't been trained to go then their families are going to continue to sue the shit out of anybody within a hundred square miles. THAT is what will shut down YOUR access - NOT a little more control to keep the untrained out! For that matter, cave divers themselves need to be a little more vigilant in "discouraging" such stupidity.
