The first paragraph in the report seems to suggest the embolism oocured
during the recovery, as the time of the embolism occurred at 4:45pm and
incident reported at 2:30pm (accident happening at around 2pm):

Chippewa County Undersheriff Thomas McBryde said preliminary results of an
autopsy indicate Scott Michael Snow, 26, of Elmira, apparently died as a
result of arterial air embolism around 4:45 p.m. that afternoon, as a result
of the mishap first reported to authorities at 2:30 p.m.

From what I've gathered locally, they were both on the line with the buddy
above. No one saw him surface. Stupid.
