Advise is the verb form of the word (noun) advice. As your email stated, advice is an opinion, which is a thing. In the definition you provided of the word Advise it states that to advise is to give advice to. Now can you please tell me if the following sentence makes any sense? That is in effect what your sentence is saying and unless you are a West Virginia elementary school drop out you will know that it does not make any sense whatsoever.
