Ask your friend if an O2 sensor measures the FO2 or the PO2. The answer is PO2. That's why a flowmeter is used. If some hoover breathes quicker, then there is a higher O2 reading on the sensor. Then you must convolute the second stage even more to contain some kind of flow meter as well as the sensor. The regulator is already the piece of gear that is most likely to fail during a dive.
