Don/Jerry, et al, Global markets a product, # 4220 "Oxy-Safe Rust Inhibitor" that is purported to be used following the tumbling of steel tanks to prevent flash rust. This may be that to which you are referring. Never used it & I don't know anything else about it. It may very likely be a "solution" to a nonexistent problem.
