If he means the BSAC course you really don't want to know...If he just 
means diving it may also be BSAC speak for more than recreational depths 
(ie 35-50m) rather than 'technical' which is beyond 50m. This comes from 
the BSAC regs saying that you can dive to a max depth of 50m (hence 
beyond that is technical in there opinion).

For most people sticking to the BSAC stupidities Extended Range probably 
means deep air, steel stages, 80%, bungieing the long hose...
Don't jump to hard on him, he may not recognise the implications of his 
BSAC training yet,
