More importantly (perhaps, who can tell?) can 13 year olds properly handle emergencies in such an environment? I've seen too many adults incapable of this to think that children are able to regularly do so. To refer to your car comparison, you can't simply park the Scuba and get out. I'm sure that you're fully aware that Scuba is a Life Support System? Sure, they face extremely lengthy exposures to pressure, but they're FULLY GROWN. As for cars, you learn to drive these in your own environment and, chances are, you've been in one as a passenger all your life. Scuba is NONE of that.
