I believe there are several euro-laws regulating the handle and use of "risky" equipment & tools such as water & smoke diving equipment, demolition machines, high pressure tools/cylinders, dangerous chemicals and the similar, etc. As far as I am aware, children are not allowed to handle/use such equipment and they cannot engage in any SCUBA training unless they are 16 years + 1 day old. At the age of 16, the lungs + CNS are considered to be "fully developed" (although the CSN may not be; some biologists say it takes almost 26-30 years to fully develop the brain and brain functions ...).
