How about the Sherwood dry bleed system. I do know the regs can creep at least to 160 or so and at some point the second stage starts to flow (never paid attention to when). The "valve" itself is more like a really small filter at the base of the piston. I believe it vents at a constant rate (I could be wrong, I don't have any tech manuals in front of me.)
