To learn scuba diving, you go to a professional in that field. To paint 
your tank, go to an industrial paint store to get to info. Trust me, 
having owned my own industrial finishing company, it is not that 
complicated, but does require proper equipment and knowledge.

The same goes for O'Rings. Talk to any O'Ring supplier and they usually 
have an applications engineer on staf to help you with those kind of 
problems.
