I believe that the differing solubilities of the higher atomic numbered
elements (I am assuming that you are referring to the noble gases He Ne,
Ar, Kr, Xe, Rn series) are a result of inherant chemical (sp?) properties.
While
some people believe that narcosis is a result of lipid solubility (which
also increases with increasing atomic mass) others believe that it may be
a result of increasing atomic number (Christina, please don't flame me :))
I am not sure that either one is the **REASON** for this narcotic effect,
it is just a property of the individual element. It's size doesn't
**cause** the narcosis, but I have read similar arguments that you have
stated in this posting, that narcosis has to do with membranes and
nitrogen physical (as opposed to chemical) interaction at high partial
pressures.

This is an interesting topic and I hope to hear from the recognized
experts on this one.
