I don't agree with this.

Everything is the same color below 30 feet or so unless you shine
a light right on it; a light is not always available (open water) and
can be a nuisance to shine on things to identify them every time you
need them.

I agree that standardization of the location of items is a good idea,
but color-coding items underwater doesn't work.
