ArcView
Mapmaker
ArcInfo
Erdas
among others. But these are expensive.

For free GIS packages, you may check the following:

GRASS
IDRISI

and (warmly recomended) TNTLite found at: http://www.microimages.com/

At   the  ond  of  this  message,  I  include  the  output  of  a
