I would have them sand blasted, and repainted with an epoxy. However, you
must make sure that no pitting is severe enough to compromise the integrity
of the bottles.

Powder coating would be an excellent option, however, I don't know about the
heat treat of the tanks (manufacturers are very closed mouth about this),
and some powder coating process' take the bottle temperature high enough to
possibly damage the cylinder. Aluminum bottles will be wasted by heating to
more than 200 degree's, for instance. I believe 350 is critical, and most
powder coats are baked at 400. I may be wrong, as it has been 5 years or
better since I had anything powder coated, and there may be lower
temperature systems available now.

All thing manufactured have several things determining the final product,
with ease of manufacture being one of the primary considerations.

The Pressed Steel tanks seem to be the most durable, finish wise.
