Dr. Black,
You claim to operate a boat but you do not know the difference between a red 
distress flare and a white anti-collision flare.  You probably would not 
recognize day shapes, signal flags or light signals either. As for calling 
the Coast Guard, by the time they got out there I could very well have had a 
diver chopped up by a propeller.  I was not interested in having someone get 
a ticket, I was interested in keeping my divers alive and well.  What an 
idiot!
