In Australia we are encouraged via the media to report anybody who flicks a cigarette out of their car etc. The fines are @$115.00 Aust and up. If a lit cigarette is turfed out the window, during a fire ban season, the fine goes way up. The govt would make a lot more money if they gave the person dobbing in the arsehole a cut of the fine. Every second arsehole on the road does it here with no regards for the environment. We have just recently (about to) ban smoking in all public places like nightclubs, restaurants, shopping centres etc. Couldn't have come quicker Regards Dave.
