Add to that  some prominent dive charter boats allow this practice as well.
Not only enabling the person who smokes to load toxins before their dives,
but also putting paying non smoking divers in an uncomfortable position.
Interestingly, the only time I ever got sick on a boat was when a smoker
blew smoke in my face. yeak....Bob
