The tobacco industry doesn't spend billions on advertising and publicity and positive spin because it DOESN'T work. They know that through their influence they have spawned a cadre of semi-militant smokers who see it as a civil-rights issue. It would be if they would all quit their jobs and crawl under a rock and die once they are diagnosed with smoking-related diseases. Because their absences and the cost of medical care isn't just borne by them, it's borne by the whole economy. Hell, Americans get pissed when the price of oil goes up to $150.
