Just for grins...
A 6" X 18" cylinder displaces:
     510 cubic inches
     .295 cubic feet
     2.2 gallons
     17.66 lbs
So... subtract the weight cylinder (and contents) from the displaced water =
and you have your bouyancy.

You are correct that the displacement is fixed, but the buoyancy will not
always be the same.  Buoyancy is the weight of the water displaced versus
the weight of the displacing object.  Adding weight inside the cannister
will, of course, decrease it's buoyancy.

See, I did learn something from PADI!  Nothing useful though.
