in my opinion:

when one agrees to dive with a buddy there is an impicit contract that
INCLUDES the right of either diver to "call the dive at any time for any
reason."

i think if the diver signals "up" then i join him and start to ascend...if he
seems in a panic i can ALSO try to calm him, maintain contact, slow him down,
try to help with whatever his difficulty is (the mask in the example
given)..but we STILL start to ascend as he called the dive.

i have to agree that refusing to allow him to abort the dive is 
a) arbitrary as he may have a better understanding of the tru nature of the
problem than i do 
and, b) can only increase his level of stress and frustration.
