I have used both. I'm 6'1" tall and weigh in at about 75KG. For water temps 55 degree F and above, I typically dive a fleece lined dive skin with another layer of fleece over the top. For anything lower, I start with a heavier layer of thinsulate or similar material. Once I get into the 45F range I add another layer of polypro under the insulation. When temps drop another 10F I need to add another layer. So, based on my personal experience for height/weight I add a layer of insulation for every 10F change in temperature.
