I don't know if anyone is aware of it, but ANSI does have a
specification for scuba courses (summary shown below). If the
standards in the spec is made more rigorous, the agencies would comply.
The one problem with ANSI is that their specs are controlled by
committees made up from experts in the respective subject area. I've
not read the spec below, but I would guess that the committee is made
up of members from NAUI, PADI, SSI, etc. Maybe JJ (or somebody else)
could give more information regarding the ANSI spec; anybody serious
about certification standards, entry level or not, should have a copy
of it.
