AK,
  Just a couple of suggestions. First, loose the idea of force fins they are 
ridiculous(I know I used to own a set) A. they don't give you anywhere near 
enough thrust and   B. they will silt up easily (pretty important if your in 
a wreck or even on a reef).

Second,it sounds to me like you are "almost" DIR with what you describe (the 
basic components are there) so, if you are shown the right way to rig it, to 
streamline it, you'll have a kit you can take anywhere. Look at Tod Leonards 
page,or the GUE page they can help you.
