Re ways to run an internal combustion engine underwater, I once saw on the TV a submerged motor (I don't know if it was a diver-rider or diver-tug) which ran on petrol and an oxygen cylinder. Since petrol engines are developed for air, not pure oxygen, what its air intake was given underwater was 20% oxygen, 80% its exhaust gas, and the rest of its exhaust was blown off into the water.
