Let me say this and that: this is a Bill Mee question, and "that" is
merely the willingness to do whatever it takes to solve the situation at
hand immediately without regard for yourself.

1) you surface the victim by the book, 2) you do whatever it takes, and
a demand reg is the best tool

Bill can give the best explanation of all of this. Let's get him
involved.
