Yes - that is what paramedics do as well with their bag system. Why give
semebody a hypoxic breath? You have to be carefull to not seal them off
and rupture the lungs. 99% of the time, they will start breathing by
themselves anyway.

Everyone will tell you not to do this, but they can kiss my ass. Get a
real situation and then tell me not to do it. The faster you take
serious measures with an oxygen deprived situation, the better the
chances of a good outcome. The more you pussy foot around with your wood
in your hand, the more brain damage you get. If it is me, blow me up and
save the brain - lungs can heal, brain will generally not. 

When in doubt in a diving situation, do the opposite of anything you
hear from diving "agencies". When playing for real, play with real
players. If you are dead, you want a Jarrod Jablonski handing off to a
Bill Mee, not some officious "by the book" stroke who is afraid to think
and act. I've seen Mee diagnose anad handle situations that were so
baffling that nobody could have even guessed them, and he was right in
the end. 

You have to take positive absolute action in these things without
reservation.
