Yup. There are no laws or regs that specify what public safety teams MUST do.
They are left to regulate themselves. They aren't REQUIRED to do ANYTHING,
unless there's a state law. But I know of none of those. Most states adopt OSHA
(which exempts PS Teams).

Now, just because they CAN do things like a deco dive without a chamber doesn't
mean they WOULD. BUT...I know of no team that does deco diving. All those I've
dealt with avoid deco dives.

And, no, the Coast Guard doesn't cover them either.
