Art, Certified or certifiable ? Oxygen is quite stable. It's possible what this guy really meant to convey was that oxygen when flowing through an improperly designed, poorly cleaned system is hazardous. But when a properly designed and properly cleaned system is used boosting oxygen either with a Haskel Booster or oil-free compressor is not a problem at all. Haskel International Inc. manufactures gas boosters that are designed for safely boosting oxygen to 5,000 psi (345 bar) http://www.haskel.com/ProdInfo/gas_booster.htm It seems to me some folks out there love to make up reasons to support their misinformation.
