US Divers does, for military use. They do not wear any sort of back-BC. The military harness is still the most comfy (IMO), just has the disadvantages that A: You need one on every set of bottles, and B: you cannot really rig it with a set of wings. Gladly, the harness webbing will go right onto a diverite or similar backplate, for those so inclined so you can have both harness and wings if you like. This is really a matter of choice, most people are happy with 2 inch webbing. I find that the thinner military webbing straps increase mobility.
