This is one of the original three basic rules of cave diving. It most likely
evolved from the notorious unreliability of early primary and secondary
lighting. Mostly hand made, one of a kind, experimental type stuff or simply
not much being readily available at the time. However,
it has stood the test of time, and in my opinion has even been strengthened
by what I consider to be the optimum placement of clipped to the chest rings
and innertubed to the lower shoulder straps.
This is balanced,consistent, and allows access to a light by either the
right or left hand. Of course, the choice of light comes into play here
also. Relatively small in diameter and not much more than half a foot long
or so. Short, fat, squatty lights don't work here. Thats why you'll see
people clip them to tanks, belts etc. If they only tried this configuration
with the right lights one time, they'd never go back to any other way.
I don't think two small lights in the right place would be considered
overkill, especially if you've ever had to exit without a primary.
The argument could be made........" you can see with one eye, isn't two
overkill "  ;-)   I'd rather have two myself. The loss of sight or
visibility is the first domino, and it's a big one.
