You can either measure the amount of water that takes, or if you have an accurate scale, measure the weight difference. Volume at rated pressure is just volume of water times the rated pressure divided by 1 ATA (14.7 psi). This is the ideal gas volume - the real volume will be lower, and depends upon what gas you're using. Air will be about 3.5% lower at 3000 psi.
