The time-to-chamber and the other factors you mentioned are, of course,
ALL important.  Different factors will be of greater importance for
different people.  For me, time to chamber is usually the most important
(but I tend to dive in nice, calm, warm sunny places, I almost always have
appropriate equipment, and most of the people I dive with have a keen
ability to remain calm in stressful situations)
