I think it's due to the viscosity of the gas. If you're topping-off the fill slowly (which is usually the case toward the end of the fill) the gas you're pouring into the tank is over 43% as thick as water is (see my previous post for where this number came from). Imagine a tank full of water and very slowly pouring dyed water on top.
