I am sure it's been covered, but I've had to switch regulators underwater several times (fresh water) and have never had a problem. In fact, the only thing I did to the regs afterwards was blow out any water that might have entered the hp gauge/hose followed by purging gas through the reg to make sure everything was dry. Switching under saltwater would probably require a bit more care, but regardless, the regs work. If ever needed, you can also get some 'save your ass' time by breathing straight from the cylinder.
