Assuming that you are referring to the "Jersey" upline spools popular on the East coast, the true DIR solution is not to use this type of device. This has been beat to death on this list - search the archives for reasons. Suffice it to say that for carrying any large (long) object, a good spot is on the rear crotch D ring, directly beneath the tanks. If your backplate has holes in the bottom, you can use these to attach surgical tubing loops which you can put the object through, and which will hold it tight to the bottom of the plate (underneath your tanks and out of the way).
