Choose an EAN for a 40m dive to have a ppO2 of 1.4ATA at the MOD. That yields a mix with 27.9% oxygen. If we assume oxygen is not narcotic (quite possibly an errant assumption), the END of this mix is 36m. Hardly enough to effect "a clearer mind".
